I'm not sure what you were aiming to achieve with your question. If you want a legal route, I'm sure the resellers are far more willing to provide it for a fee.
Regarding the ITC, they are far more likely to help out with other issues.
You may also want to try contacting your provincial gov't. They may be interested in helping out too.
Did you try working with Microsoft to get the CD Key for a replacement?
My understanding is that if you were working with the ITC for a refund, then you would need to start the process again. In that case you would only get the CD key for the replacement copy of the software.
Generally, you would have to start the process again, however, you could try to use the old CD Key to register a new copy of the game. If you were able to get ahold of the old CD key and register a new copy, you could be eligible for a CD Key for a replacement.
When I purchased my game I had to provide a proof that I had proof of purchase for the game, a copy of my receipt, a proof that the key worked on my computer, a copy of my drivers, proof of the warranty.
You could try and contact the company that issued the warranty. They would likely have proof that you were working with them.
I'm not 100% sure what you were trying to achieve by posting your example.
As far as I know, no CD Key is needed for the replacement CD. In order to get your license back, you would have to either buy the game again or request for a refund through the ITC.
Generally, I would highly suggest trying to use the CD Key that you registered the new copy with. If you were not able to get ahold of the original key, then you would have to start the process again.
Other than that, I have no idea what to suggest. However, it seems that you should be eligible for a refund if you were not able to get the game working on your computer. It may be worth it to try to get the game working again.
